`April 13, 1919 is a historic day that the establishment of a provisional government in exile of Republic of Korea in Shanghai, China was declared. The Provisional Government reflected the Korean people`s desire to regain national independence from Japanese occupation.
The Provisional Government enacted a provisional constitution according to the noble spirit of independence inherited from the Sam-il(March 1) Independence Movement. In addition, the Provisional Government adopted a constituitional democratic republic system whose premise was on a separation of power bodies. Accordingly the Provisional Government appointed an executive body, appointed cabinet members, as well as organized provisional legislative body. Thereby the Provisional Government became the first government whose citizens have sovereignty in the Korean history. Althogh it began as a government in exile, the Provisional Government exercised its national sovereignty as the sole legitimate regime of Korea. Until the day of independence, the Provisional Government had fulfilled its role for 27years as the spirityal leader of the Korean people and as a centripetal entity of the independence movement through following activities: unifying various independence and abroad under its control, organizing an army and declaring a war against Japan.
The Ministry of Communications issues this postage stamp in a design of the Provisioal Government building in order to honor the historic significance of the Provisional Government and our forerunner`s spirit of the independence movement.`
