`There are approxmately one million disabled people estimated in Korea, and the number of the handicapped due to automobile accidents work injuries, etc is increasing each year. The scope of disabled people`s suffering is no longer confined to individual family. It is now one of the social issues which all of us in this society have to solve. In particular, employment of the disabled faces a new phase as Korea Employment Promotion Agency for the Disabled was opened on September 1,1990 and a Mandatory Employment of the Disabled Provision was enacted on January 1, 1991 in accordance with ``Laws regarding Promotion of Employment for the Disabled.``However, employment of the disabled will not be successsful through unilateral effort of any single member of this society. From the perspective attitude towards ths disabled, everyone, including corpotations, will have to actively participate in promotion of employment for the disabled. The Ministry of Communications issues this postage stamp to commemorate the nation-wide Employment Promotion Campagin for the Disabled whose purpose are to resolve social bias against the disabled and to raise awareness of equal employment right for them and to help achieve true harmony in our society by rehabilitation of the disabled through employment.`
