`Along with economic development, the growth rate of energy consumption has gradually increased. Especially for energy-deficient Korea, dependence on forein oil has shown an increase of 14% during past 11 year from 73.4% in `79 to 87.6% in `90, while the dollar amount used for oil import has increased by 45% from US $7.5 bilion in `89 to US$ 10.9 bilion.
The current trend shows more rapid growth in energy consumption for non-productive purposes than indestrial production. On top of the fact that the growth rate of energy consumption exceeds economic growth rate, energy is consumed inefficiently and in many cases over-consumed.
Recalling the difficulties during the two oil shocks and the Gulf War, we need to restore the virtues of conservation rate than insisting on selfish pursit of one`s own conforms. With the hope of repressing over-consumption of energy in non-productive sectors and also seeking more efficient energy consumption in production, the Ministry of Communicationas issues this postage stamp.`
