`In line with the three major government policies, that is Increased Production, Promotion of Export and Construction of Industry, the Ministry of Agriculture and Forestry established early 1965 the Food Increased Production Plan. Although there were constant attempts in the past, in inspiring food production activity, little has been done in achiving the substantial results. Now that new seven-year food increased plan which is designed to meet the nation`s long cherished desire of self-sufficient food production as well as the modernization of agricultural system is launched, the Government has firmly determined to accomplish the plan by any means, creating new mood in the farming in a way that it may be geared to the independent, voluntary farm production activity. As the plan implicates that independent, voluntary activity is the primarily important factor for the success of the plan, and we believe that it is the truly effective and perhaps only device for the solution of agricultural problems, because it is best fitted to the free economic structure. At this significant event of the first year of the Food Increased Production Plan, the Administration issues the commemorative postage stamp.`
