`The explosive increase in population is one of the serious social problems at hand in the present days. Among others, the overpopulation in Korea demonstrates tremendous impact upon the economic growth and living standard of the nation, thus the government proclaimed the family planning as one of the primary government policies since 1962, designating the month of May each year as the Month of Family Planning. This year, the Family Planning Activity is well animated by having an international family planning meeting, the First Plenary Meeting of West Pacific Conference which will take place in Seoul May 24 through to May 29, 1965. The purpose of Family Planning in substance is not simply meant for the mere birth control but it is rather a moral movement, that is to respect the human life from the very beginning of conception, and public health movement, that is to protect mother and child, physically and mentally, so as to assure all the families of being worth living - in other words, the Family Planning is needed to help people fit the size of families to their health needs and their economic circumstances, moreover it is needed to help promote the better living standard of the nation. The commemorative postage stamp designated to the Month of Family Planning will be issued.`
