`Two kinds of special postage stamps on artificial fertilizer and on stimulation of exportation will be issued for the fourth year of the First Five-Year Economic Plan. In the past, we imported great deal of our needed fertilizer from foreign countries, but after the establishment of the Economic Plan, out farmers are being supplied greatly with fertilizer of home manufacture which is produced in Chung-joo factory and in Na-joo factory, and the Government begins to build a new greatest fertilizer factory in Jin-hai, South Kyung-sang Province for the expansion of a plant. This construction will be completed by 1967, and the products of this factory will make us to economize great sum of foreign currency and to expect increased production of food by sufficient supply of fertilizer. Stimulation of exportation is not simply important problem with which our country is confronted for the independent economic plan but one of the three major government policies of this year. For the performance of this policy, the Government encourages export trade and makes efforts to open extensive foreign markets. In response to the Government`s effort, all the nation should contribute his best to prosperity of nation`s economy by vivacious compaign for production and by thrift in order to be sure of success of the First Five-Year Economic Plan and to lead the Korean financial condition to international level. Hoping the success of the First Five-Year Economic Plan, this Administration issues those two kinds of postage stamps.`
