`The 15th of August, 1965, is the 20th Anniversary of the meaningful day when our country was liberated from the 36 year`s bondage of the colonial regime of Japanese imperialism. Twenty years ago, we, the Korean people were so glad at the national liberation that we embraced each other, hand in hand with the national falg, Taekeuk, and celebrated it in tears, crying Mansei in full voice. All the people were wholeheartedly determined to establish a firm foundation of a new nation, with blood and sweat, not to induce such a racial disgrace any more, and advanced forward courageously. Because of the unexpected invasion of Noth Korean Communist puppet forces on June 25, 1950, however, the peaceful and beautiful land turned into a turmoil, all of sudden, and the desire for the construction of home land and for building the basic frame of the nation was shaken and destroyed at once. Confronting the national crisis, however, all the people, men and women, young and old, stood up boldly and annihilated the aggression, laying again the steady foundation of the Republic of Korea. Now recalling the happiness and determination, we experienced and expressed 20 years ago, we will concentrate all the power and efforts to save our brethren still under the yoke of North Korean communists, not knowing the joy of restoration of our sovereignty, and will achieve the unification of our country, our most cherished desire, and then will contribute to maintaining to world peace in freedom. This Administration will publish two kinds of commemorating postage stamps, praying for the repose of the souls of many patriots who sacrificed themselves only for the home land, commemorating the 20th Anniversary of the National Liberation and wishing for the unceasing development of our country ahead.`
