Detail
This year marks the 30th anniversary of local autonomy in the Republic of Korea. In 1995, with the first nationwide local elections, the system allowing residents to directly elect the heads of local governments was introduced. This marked a departure from a centralized structure and the beginning of genuine grassroots democracy that guarantees the autonomy and participation of local residents. Grassroots democracy is a practice of democracy where residents directly take part in the decision-making process of policies and budgets in their communities, solving everyday issues themselves and leading their local communities together. Over the past 30 years, local autonomy has laid the foundation for each region to grow in line with its unique characteristics and needs. This has not only enhanced the quality of administrative services but also significantly expanded a culture of voluntary civic participation. From the bustling streets of Seoul to the peaceful villages of Jeju, resident-led initiatives that reflect local identity and priorities have taken root throughout the country. This commemorative stamp captures the image of a Korea where democracy has fully blossomed across the nation. As we reflect on the 30-year journey of local autonomy, we hope that our democracy will continue to progress through active participation and meaningful change.
