` The 109th International Olympic Committee (IOC) Congress will be held in Seoul from
June 12 to 20, 1999. As the top decision-making body of the IOC, the world`s premier sports organization, the IOC Congress maker decisions on the major policies and future direction of the international sports community. the IOC Congress also nominates IOC members a??? makes the final decision on what country and city hosts the Summer and Winter Olympic Games, the biggest peacetime festival on the globe. The upcoming 109th IOC Congress in Seoul will provide an important opportunity for Korea to exercise its mature diplomatic capabilities in the global sports arena. Korean negotiators hope to win the right to host future Winter Games and other major international sports competitions, and also to have taekwondo introduced at the Summer Games as a permanent event. The host country for the 20th Winter Games will be chosen during the IOC`s session in Seoul. The event will be attended by around 3,000 people, including presidents of international Sports Federations and Olympic Committees of countries around the world, delegations from the organizing Games, and the press corps. Distinguishes presidential-level guests from the host countries of future Olympic Games Will also be on hand. The stamp commemorating the 109th IOC Congress features the winning design from the International Postage Stamp Design Contest in 1998, which depicts five hands clasped together, representing the harmony of the six continents and five oceans of the world.
