`Unliake other types of drawings, cartoons offer a witty, humorous, and often satrical view of the world by caricaturing their subjects or by presenting them in a different light. The cartoon industry in Korea has grown so spectacularly since the 1980s that cartoon have come into wide use with regard to both education and publicity, and they are increasingly becoming a high value-added product in association with publication, movie production , and the toy industry. To be sure, cartoons are also an interesting medium by which we can make our culture better known in the world. As part of extensive government efforts to accelerate the development of the domestic cartoon industry, the Ministry of Culture and Sports is developing computer game software based on Korean history and culture, and it is inviting the public to create a cartoon character that will become the national symbol. The ministry will also hold the `95 Seoul International Cartoon Festival at the Korea Exhibition Center (KOEX) from August 10 to August 16,1995. In 1983, Kim Soo-seung`s creation ``Dooly, the little dinosaur`` opened a new era of commercialization of cartoon characters in advertisting, film and on television. Frozen in a block of ice, Dooly was preserved through the eons to live again in modern Korea. He typifies childhood in his thinking and behavior. Kim Yong-hwan`s political comic charhcter ``Kochuboo`` first appeared in the pages of a newspaper in 1942 with a view toward enlightening Korean expatriates in Japan. Since then, the cartoon character with bulbous nose has emerged as a national icon endeared the Korean mind. As cartoons are taking a firmly established place in the popular arts, the Ministry of Information and Communication has released two kinds of postage stamps, featuring famous cartoon characters, Kim Soo-jeung`s ``Dooly, the little dinosaur`` and Kim Young-hwan`s ``Kochuboo``, to meet the need of young philatelic population.`
