`The postage stamp is a work of synthetic art to show us all of a country from which we can get many knowledges to make high the value of its collection. Especially, the ex-president of United States of America, Franklin D.Roosevelt said in his reminiscences that we can carn more knowledges from the collection of postage stamps than from the school. The Ministry of Communication has held National Postage Stamp Exhibition since the 1950s and many diversifed activities to create and atmosphere for Philately with setting of philatelic week from 1973 around the day ofNovember 18 when we issued the postage stamp in 1884 first. On the other hand, during the philatelic week of 7 days from November 14 to 20 of this year, many events are unfolded, like a philatelists` convention, philatelic seminars for teenagers, and an autograph session of postage stamp designers with National Postage Stamp Exhibition. This exhibition will be very meaningful for us to hold the 21st UPU Congress in Seoul and the PHILAKOREA1994 World Stamp Exhibition in1994, the 110th year of the establishment of Korean modern postal service. And, it will be the cornerstone to reach the world level for our philatelic materials. The Ministry ofCommunications issues this postages stamp, hoping that it will make possible for our society to be the fragrent flower garden by coming out beautifully in our mind.`
