`The 21st Universal Postal Congress will be held at the Korea Exhibition Center for 24 days from August 22 to September 14, 1994. Approximately 2,000 participants, not only the delegates from 185 member countris but the observers from the United Nations and international organizations, are expected to attend the Seoul Congress. It is meaningful for us Korean to host the second UPU Congress in Asia just after the 16th Congress in Tokyo in 1969.
At the UPU Congress there will be a revision to the Acts of the Union to take account of economic and social changes during the past five years, estabilishment of a world postal policy to be achieved until the next Congress, and discussion on postal business operation. The Seoul Congress will consist of the plenary session, committees meeting and general debate. Ten committees, including letter post, parcel post, postal financial srevices, and technical cooperation, among others will have their respective meetings.
To commemorate the 21st UPU Congress, the Ministry of Communications issues commemorative stamps featuring ``Mam`ae(horse plates)and letter envelopes.`` The ``Map`ae,`` a plate engraved with a miniature horse, indicated the authority of a government official to press post horses into service for his official tours in the country in ancient Korean society. Historically, horses began used as a major communication means from the Koryo dynasty(918-1392). The dynasty introduced the of so-called ``Map`ae, System`` to regulate the use of post horses, and the system remained in place in the following Choson dynasty. The ``Map`ae`` of this commemorative stamp,used during the Koryo dynasty. the ``Map`ae`` of this commemorative stamp, used during the Koryo dynasty, helps people gain some insights into the logical way of our ancestor`s life.`
