`As the special handling fee for domestic mail is changed on February 15, 1994, 910 won definitive postage stamp for the first-class registered mail in a standardized envelope is issued for the promotion of users` convenience. This postage stamp features King Sejong and preface of the book ``Hunminchong-um``, which explains how to use ``Hunminchong-um``, the mother of Korean Alphabet, ``Hangul``. During the reign of Choson`s fourth king, Sejong(r.1418-1450), there were great develooments in science and technolgy along with an astronomical observatory and relevant equiments. His reign has been reguarded as a golden age of national culture through the invention of the Korean alphabet, ``Hunminchong-um``, the compilation of the codes, and the revival of court music. So King Sejong has been revered as a great king in Korean history for these brilliant achievements. Hunminchong-um, invented in 1443(the 25th year of King Sejong`s reign) and proclaimed three years later, is a scientific phonetic alphabet, based on the theories of the ``Yin-Yang`` and ``Five Elements.`` ``Hunminchong-um`` has been regarded as the most significant cultural legacy of Korea. In the hope that this postage stamp will remind us of our ancestor`s cultural potentiality and creativity, the Ministry of Communications issues this postage stamp with slightly changed design of 710 won definitive postage stamp issued on April 29, 1993, whose design is King Sejong and the preface of Hunminchong-um.`
