`Ever since 1884 when it was first introduced to Korea, serving also as the beginning of our modern administrative system, our modern postal service has played the principal role in sending and receiving news and information. Today, however, when the amount of our mail is rapidly increasing, the pieces of mail sent in a year already reaching two billion in number, our postal service is facing a new problem of dealing with the increasing mail with promptness and accuracy. The Ministry of Communications, which improved its service in 1988 by completely rebuilding the postal code system and the network of postal transportation, in now opening the Seoul Mail Center, where the labor intensive part of the service is replaced by automation. The new office is equipped with mechanical and computerized devices that automatically sort and convey the mail collected from the Seoul post offices and promptly deal with the mail coming to Seoul from the rest of the country, and is thus expected to play a critical role in ensuring the regularness of time required on mail delivery. The Ministry of Communications issues this postage stamp in commemoration of the opening of the Seoul Mail Center, which marks an acceleration of our efforts to prepare for the 2000`s.`
