`The year 1991, the Year of the Ram, is dawning. giving way to it is a year which has, on the one hand, brought forth a new order of international politics, putting our country a step closer to reunification, but has also, on the other, left us a bitter memory of the biggest flood in scores of years that has swept away so many lives and so much farmland and property.
At the dawn of a new year, we all want to wish everyone good luck. We know that especially at this time of year, we are pleased and happy with a letter or card from a friend or acquaintance we have been too busy to meet for a long time.
This is why at the end or start of a year, we feel happy to take the time to write to everyone we know.
Every year the Ministry of Communications issues special postage stamps for season`s greetings in order to add to the happiness and pleasure with people send and receive letters and cards.
For this new year, we issue two kinds of postage stamps with the ram and the crane as the subjects of design.`
