`We used to say that the child is the leading player of the future world. We`ve got many lessons from the experience of mankind that the future of a country depends on the upright growing up of their children. That is, the child, who are grown up with bright and beautiful temper to work diligently and honestly, are the firm promise of proserity full of the hope. Otherwise, there is only a decaying. So, it is needless to say that the child protection is important, and, in this context, the recent trends of the systematic endeavor by UNICEF and the other organizations, should be evaluated very highly. Moreover, the proverb of ``What is learned in the cradle is carried to the grave`` make us fell the grave concern of our ancestors about the education of their children. Today, due to the complexity and the diversification of the social structure, we are apt to neglect the importance of child protection. But, we should let the issue of the child protection in the top priority among many ones through every catastrophes and accidents, because they are vulnerable to the menace from outside due to their lack of judgement and lazy reflexes. And, considering the characteric of child, who mimics all the words and behavior of an adult, we should be careful for our presentation to child and prepare for the sound future. The Ministry of Communications issues the postage stamp depicting ``The Child and the Flower-shaped Heart`` hoping that we, the aged, should bestow the more love on the child so that the child, the leading player of the 21st century, could contribute to the development of our country and the peace of the world with the high ideal and dream. `
