`The youth of today are the Leading forces of tomorrow and so represent our hope of the future. It is therefore a social task of the utmost importance for us adults of today to do our very best to provide the best possible social atmosphere for them to grow up in. The government, which designated May as Month of the Youth, holds various events including presentations of research papers on problems of youths, sports meets, cultural festivals, and commendation of exemplary youths. These are all part of the efforts it is making to promote the healthful growth of our youths. It cannot, however, be denied that we still have much to do for our youths. We have not yet provided sufficient places leisure and facilities for them to develop themselves in, are still not ready to recognize their full character and personality but too willing to force them to live within the frames imposed on them by us. It is also true that many of them are deeply frustrated not being able to to on to a higher school or to find proper places of work, making themselves in consequence a serious social problem. On this occasion of Month of the Youth, the Ministry of Communications issues this commemorative postage stamp to bring about more of our concern with our youths and also to propose to join in a national movement to help them form fine character, to Keep high spirits, and to cultivate sufficient ability to become the leading forces of tomorrow.`
