`The International Civil Airports Association is an organization formed in order to improve airport service by promoting cooperation in developing techniques and methods of airport management. The Association holds its 29th World Congress in Seoul, Korea, from October 17, to 19, 1989. Korea hosts the Congress of the Association for the first time, and it is expected that the Seoul Congress will help bring the Korean airporta up to the international level of service and management through exchange of new methodology and information, as well as inform the world of the state of Korea today and strengthen amity and cooperation between all the member airports. The Ministry of Communications issues this postage stamp in commemoration of the 29th World Congress International Airports Association held in Korea.`
