`November is designated as Month of Fire Precautions, the first day of which is Fire-fighting Day. During the whole month the Government stages various public functions designed to alert the nation to the danger of fire and imbue the national consciousness with alertness against fire.
A horrible loss of lives and property is caused by fires every year, as is seen, for instance, in the case of 1988, in which year a total of 12,507 fires broke out, taking a toll of 1,550 lives and property amounting to 34.7 billion won in value. What is deplorable, however, is the fact that 90 percent of the total number of fires turned out to be accidental ones that could have been prevented if we had been just a little more watchful. It is thus urgent that all the nation make precautions against fire a way of life if we are to be spared the heavy loss of national strength that is recurring year after year.
The Ministry of Communications issues this postage stamp as part of the Government`s campaign to make precautions against fire a way of life of the nation.`
