`The Ministry of Communications has designated the seven-day period from November 18 to 24 as Philatelic Week for this year. This is an yearly event conducted by the Ministry to bring forth better public understanding of the postage stamp and to promote stamp-collecting as a healthy and beneficial hobby. During the period the National Philatelic Exhibition is held at the Sejong Cultural Center.
The postage stamp today is something more than a simple means of the mail user`s paying postage. Since it tells almost every meaningful aspect of its issuing country ranging over its history, culture, society, economy, and natural environment, the postage stamp is also serving as a good `messenger` of valuable information about each country of the world. It is for this reason that stamp collecting is becoming ever more popular throughout the world.
On the occasion of Philatelic Week 1989, the Ministry of Communications issues this special postage stamp, hoping to see the philatelic population of our country not only increase, but spread out more widely among the nation.`
