`It is again a special time of the year, a time of happiness, hope, and greetings. We are at the dawn of new year, the year 1990, the Year of the Horse to the Koreans. It is the time of the year for us to stop and think about the receding year, learning lessons from the past and resolving to make a new start for the coming year. The turn of a year is also a time for us to remember all the people we know, love or respect, and to inquire about their well-being and wish them a happy new year. We do so by visiting them in person or by writing letters or cards to them. This is one of our year end and new year customs that all of us are only too happy to follow. The Ministry of Communications issues two kinds of postage stamps for this special time of the year in order to add to the joy with which people send and receive Year End and New Year`s greetings.`
