`Following the astronomical theme that was taken for the 1986 science series to provide an opportunity to be reminded of our ancestors` interest in and study of celestial bodies, the Ministry of Communications has adopted the wind observatory and the rain gauge, the devices that were invented and used by our ancestors to make atmospheric observations, for the theme of the science postage stamp series of this year, which happens to be the 20th anniversary of both the Ministry of Science and Technology and Science Day. Our postage stamps have generally been designed with a variety of colors, but a technique of simple expression has been adopted for the present stamps in an attempt to meet philatelists` desire for variety. 1. Punggi-dae(Wind observatory) This is the stone foundation of a wind observatory built in the Chosun Dynasty, where stood a bamboo pole with a flag at the top. The directions of the winds were observed and measured from 24 different angles. 2. Rain Gauge This is a device that was used from the King Sejong Period to the end of the Chosun Dynasty to measure the amount of rainfall. What is especially meaningful about the device is that it is the first rain gauge in the world, about 200 years ahead of the one first used in the West.`
