`The Inter-Parliamentary Union (IPU) holds its 70th Conference in Seoul from October 2 through 13, 1983.
The Union, with 98 member nations, is one of the largest-scale international conference today. It was formed in 1889 to promote personal contacts between Parliamentarians of the whole world, establish and develop representative institutions, and consolodate world peace and cooperation between nations.
The principal organs of the Union are Inter-Parliamentary Conference, Inter-Parliamentary Council, Executive Committee, Standing Study Committees, and Secretariat. It meets twice a year, in spring and automn, and adopts resolutions on international problems.
The Republic of Korea joined the Union in 1964, and has since actively supported its aims, participating with enthusiasm in its activities. In recognition of this, it selected Seoul as the venue of the 1983 Inter-Parliamentary Conference.
The Ministry of Communications issues this postage stamp in commemoration of the Seoul IPU Conference, and also in the hope that our sincere efforts to contribute to world peace and international cooperation will help to realize the aims of the Inter-Parliamentary Union.`
