`October 15, 1983 is the 10th anniversaty of the building of Soyang-gang Multipurpose Dam. Built on the Soyang River and is capable of storing a large body of water, the Dam supplies water for irrigation, industries, daily-life consumption and various anti-pollution purposescontrols flood water, protecting human lives and propertyand generates pollution-free hydropower energy. In addition, the large reservoir, surrounded by forest areas, serves as a resort for people as well as a resting place for wildlife. Our country gets most of its rainfall during one of the four seasons, the summer. This natural condition necessitates building dams that will catch rain when it falls and supply its water when necessary. It is for this reason that huge multipurpose dams including Soyang-gang Dam have been built and that many other multipurpose dams are also being planned on the four longest rivers of our country. On the occasion of the 10th anniversary of the largest multipurpose dam in our country, the Ministry of Communications issues this special postage stamp in hopes of helping to provide a special opportunity for the entire nation to realize afresh the utmost importance exploiting the water resources available to us.`
