`This year`s Festival of Labor Culture is held in Sejong Cultural Center, Seoul, for seven days from May 11 to 17. The Festival aims to help the industrial workers of the country in making best of their sparetime, stimulate their laten desires for self-development, and thus heighten their morale so that better understanding and cooperation will be possible between labor and management. It will feature artistic and literary works, selected from those sent by youthful workers of 30 years of age and under throughout the country: paintings, calligraphic brush-work, photos, handiworks, objects of industrial arts, memoirs, essays, poems, contes, book reviews, etc. The show is being staged not only for industrial workers but for the general pubilc as well. It is desired that workers themselves form a healthy view of their own occupation, that society in general have new appreciation of labor, and further that the cultivation of labor culture be promoted so as to help the building of an advanced fatherland. The Ministry of Communications issues this commemorative postage stamp in recognition of the significance of the holding of a cultural festival for workers, and in hopes of making their artistic qualities recognized by the whole nation.`
