`On April 11, 1981, the 11th National Assembly meets for its inaugural session. This assembly is the product of the March 25 general elections that were the last step on the political schedule designed for an orderly transition to the Fifth Republic. As provide by the National Assembly Law and the National Assembly Election Law, the 11th National Assembly is formed with the local-constituency members, popularly elected in the last elections, conducted in an honest and orderly way unwitnessed in the nation`s history, and with the national-constituency members appointed in accordance with the polling score of their repective parties. It is expected of the new lawmakers to serve the nation as its true representative by correctly grasping and satisfying the popular desires and creating a fresh image of the National Assembly committed to the building-up of a new era of democracy, welfare and justice. This assembly having been formed with most of the old-time politicians bowed out and a new generation of politicians replacing them, it si also foreseeable that the assembly will open up a new chapter of parliamentary politics ans become a productive forum of dialogue where only the popular opinion and the state affairs are debated. The Ministry of Communications issues this commemorative stamp in order to join in the popular mood of celebration on a specially meaningful occation at the start fo Fifth Republic and also to convey the people`s good wishes for their representative body loaded with great expectation.`
