`The Ministry of Communications has designated the seven days from November 18 through 24, 1981 as the 9th Philatelic Week. The Ministry holds during this period Stamp Exhibition `81 displaying the best of those items that have won prizes in regional competitive exhibitions, and on the opening day of the Exhibition issues a special Philatelic Week stamp featuring a painting by a child.
This year, as they were last year, children throughout the country were invited to enter a prize painting-contest held for the purpose of selecting the picture to appear on the special stamp. Intended to promote the healthy hobby of stamp collecting among our children and to give them a chance to participate in the making of a postage stamp, the contest was co-sponsored, with the help of the Ministry, by Dong-A Ilbo, Sonyon Dong-A Ilbo and the Korean Philatelic Promotion Agency.
The painting titled ``Haeggliding`` by Kim Kyung-jun, a third grade boy of Kim-hae, Kyung-nam Province, was picked out as the best of the total 1,447 paintings submitted to the contest. The special Philatelic Week stamp of this year thus features the boy`s painting.
``Haeggliding``, in which he expresses a dream of his future by depicting a flying hangglider in a brisk and playful way, was judged to be excellent either as a picture or as a postage stamp design.
The prize winning paintings are on display at the Stamp Exhibition `81 hall together with the stamps during the exhibition period.`
