`The year 1982 marks the 75th anniversary of the Scouts Movement which was founded in England by Lord Stephen-son Smyth Baden-Powell. He started Scouting with his experimental camp with twenty-one boys on Brownsea Island in 1907. Scouting is an international, out-of-school educational youth movement which develops good citizenship and fine character in boys and young men through a distinctive training method which helps them become more usefully integrated into their socio-cultural and economic environment. Nowadays, more than 16 million Scouts in 150 Scouting countries and territories are active in a program that uses the same basic principles set forth by the founder of the movement. On this occasion of the 75th anniversary of the founding of World Scouting Movement, World Scout Bureau designated the period from February 22, 1982, the 125th birthday of Lord Baden-Powell, through July 14, 1983, as the Year of the Scout. The Bureau also determined ``Souting Helps Make a Better World`` as the world theme of the Year of the Scout, and encouraged all the countries to celebrate this Year. Under these circumstances, the boy Scouts of Korea (BSK) will host the 8th Asia-Paciffic Jamboree at Camp Deokyoodae in Moojoo, Chun-buk Province from August 4 through 10, 1982, in celebration of both 60th anniversary of the BSK and the Year of the Scout. The Ministry of Communications issues this stamp commemorating the 75th anniversary of the Boy Scouts in the hope that it will continue growing as a model youth movement in the future as in the past.`
