`Fire has been the source of energy insparable from mankind , protecting mankind and holping develop human culture and civilization. Fire, althrough functioning as a credible barometer of the power of a people and a country when used effectively and sagaciously, not only would reduce to ashes all the fortune and culture but also would deprive the people of their precious lives when it is abused or treated improperly. It has been a pending problem man has constantly been faced with how to use fire carefully and wisely for the protection of culture, property items and human lives. In our our country, too, damages and losses afflicted on our property and lives tend to grow bigger and more serious in proportion to the tendency of conflagration becoming larger in scale as a result of the continued development of industry and our society as a whole. Instead of placing stress on extinguishment of conflagration, utmost care should be paid to take enough precautionary measures for the prevention of fire by means of letting the general public realize anew the terribly destructive nature of fire. The Ministry of Communications issues a special postage stamp in observance of Fire Prevention Day, November 1, 1978, on which a nationwide fire prevention campaign is launched, in the hope that it will help forment a general atmosphere of careful fire handing, thereby contributing indirectly to the promotion of safety and welfare of the people thought better protection of human lives and property.`
