`September 1, 1980 is the meaningful day for the Republic of Korea when its 11th president will be sworn in. As a result of the overwhelming support of the nation, with various departments of society having him as the new president, President Chun Doo-hwan, who will be inaugurated on the day, was elected to the office of the 11th president last August 27 by the National Conference for Unification, in accordance with the Constitutional regulation. President Chun Doo-hwan displayed a strong and efficient leadership in leading our nation to tide over the terrible difficulties that arose after the October 26 Incidence, and he thus ushered in a new era of our history. Creating and leading the National Security Measures system, he succeeded, in a remarkably short period of time, in reinstating law and order and restoring social stability. By conducting a series of social reforms with fearless resolution, he also strengthened the moral foundation of a new society in which justice will dominate. These achievements of his are, doubtless, solid signs of his executive ability and wisdom. A new leadership has now started with the blessing given by the entire nation. President Chun Doo-hwan will confidently push through to the national goals of achievement, the rooting of democratic government, the building-up of a welfare state, and the realization of justice, among others, so that the 1980`s will see the birth of a new democratic welfare state. On this auspicious occasion of the inauguration of our 11th President Chun Doo-hwan, the Government issues this commemorative stamp in order to make sure that the whole nation will join in the celebration and resolve to move forward toward the creation of a new era of history by upholding the leading ideology of the new leader with all our heart.`
