`November 28, 1980 is the day when the Korea-Japan Submarine Cable System is inaugurated. A submarine cable system is a communications system constructed underseas for electrical transmission of messages. Considerations of a new submarine cable system have been caused by the prospect of international telecommunication drastically increasing in amount after 1980 in our country, where the demand for such telecommunication has already been increasing in the past. The basic plan of this particular system was made jointly by Korea and Japan in 1977, and thus in May, 1978, the Ministry of Communications, of the Republic of Korea, and Kokusai Denshin Denwa Co., Ltd., of Japan, started joint investigations of the oceanographic and sea-bottom conditions. As a result, the Korea-Japan Cable Construction and Maintenance Agreement was signed on June 19 of that year. The actual construction work was started on April 7 and completed on August 19, this year. Adjustings and testings have been conducted since the completion, and finally this meaningful day of the inauguration of the system has come. The system, which cost 13.798 billion won and stretches underseas over a total distance of 280km, from Pusan to Hamada, Japan, is opened 2 and a half year after the undertaking of the oceanographic investigations. With the opening of the system, it has become possible to meet the demand for telecommunication until the early 2000`s, strengthen telecommunication security and increase the quality of telecommunication. The wire system, a new addition to the present wireless method of Scatter System, provides flexibility of operations of telecommunication through dualization of the transmission route. The Ministry of Communications celebrates the inauguration of the Korea-Japan Submarine Cable System by issuing this stamp.`
