`On April 3, 1976, the nation is to observe the 8th anniversary of the Homeland Reserve Forces Day. Since its founding on April 1,1968, the H.R.F. made up of over 2,800,000 members who are determined to exterminate communists and to contribute to the accomplishment of the October Revitalizing Reforms, has helped solidify the pan­national defense potential provocation from the enemy. Veterans of the H.R.F. are undergoing exhaustive military drills and are ready for the call­up in the event of the national emergency, thus fulfilling their primary responsibilities. On the other hand, they sacrifice themselves with zeal and vitality for the cause of the economic development of their Fatherland and of the Saemaul (New Village) Movement. And thus they are playing the vital roles as standard­bearers of the October Revitalizing Reforms by carrying out their two­fold duties: to work and to fight. Praising the Homeland Reserve Forces Members for their devoted service being rendered for the security and prosperity of the country and hoping that the nation better appreciate the Forces` vital role in the national development and defense, the Ministry of Communications is issuing this commemorative postage stamp.`
