`Through the three consecutive five­year economic plans initiated in 1962, the Republic of Korea has achieved great progress toward social and econmic modernization. Fifteen years of rapid progress has laid a firm basis for further modernizaion of all aspects of the Korean society. The incessant effort for rapid growth and industrializaition in the past also has created an impressive foundation for a self­sustainable econmy. The remarkable growth attained in all walks of life is a souce of national pride, and fully supports the confidence of the Korean people in every sector of society that efforts they have made will continue to bear brilliant fruit in the years ahead. Under th basic principle of ``growth``, ``efficiency`` and ``equity``, the Fourth Five­Year economic Development Plan is again desinged to fulfill the people`s aspiration for attaining viable national security on the one hand and improving the quality of life for the Korean people on the other. In the hope that the Fourth Plan willl be implemented as successfully as ever before, the Ministry of Communications is issuing these special postage stamps.`
