`This year of 1977 marks the 20th anniversary of the proclamation of Childen`s Charter which prescribes the basic duty of grownups to protect the human right and welfare of children.
The late Sopa Bang Junghwan felt pity for our children who, under the colonial rule of Japanese imperialism, could neither speak in their own language nor grow manfully in neither speak in their own language nor grow manfully in free and vivacious circumstances. He was instrmental in the designation of Children`s Day designed for promoting the respect for children`s rights and their protection, at the same time imbuing them with the spirit of partiotism and selfdependence.
In observance of this meaningful year, all of us should get resolved anew to do our utmost to provide our beloved children with ample facilities and idal circumtances so that they can grow into able and patriotic citizens of our country, who devote themselves to the dvelopment of their fatherland, armed with sound mind and body.
In other words:
1. Children must be respected as individuals
2. Children must be grown into legitimate and fullfledged members of the society
3. Children must grow in good health
4. Children must be provided with good facilities and ideal environments for learning
5. In time of danger and crisis, children must be saved first of all
6. Children must not be abused by adults
7. Every effort should be made to encourage children to cultivate the spirit of inquiry and to respect morality
8. We should grow them so as to have them dedicate themselves to the promotion of freedom. peace and culture of mankind.
On this occasion, the Ministry of Communications is issuing a commemorative postage stamp in the hope that our childen, who will become the future leaders of the nation, will go through a sound and happy process of growing, and that they will contribute a great deal to the building of better and more glorious society, nation and world.`
