`Promotion of marine transportation , along with an increase in exports, is a short cut to the strengthening of nation`s wealth and power , particularly for the Republic of Korea, seabound along three sides, where natural resources are comparatively scarce. There were times in our national history when the people of Korea wielded a dominant power over the seas surrounding Korea owing to such great men as Chang Bo­go of the Silla Dynasty and Admiral Yi Soon-shin who defeated the Japanese invaders early in the Yi Dynasty. Under the inflence of Confucian thought and culture from the chinese continent, however, our people failed to think much of the importance of maritime industry as a whole. In the firm belief that ``one who rueles the sea rules the world``, we have exented ourselves painstakingly for the promotion of maritime transportation since the early 1970`s. As a result, we became one of the semi­advanced shipping countries of the world by the end of 1977, boasting 3,500,000 tons in gross tonnage of vessels and earning as much as $600 million from maritime transportation. In commemoration of the Second National Maritime Day, March 13, the memorable day on which Korea Maritime and Port Administration was founded, the Ministry of Communications is issuing this postage stamp to show off the advancing posture of the marine transportation of Korea to the entire world and to encourage those engaged in the maritime transport industry, who are ar this moment cruising the world oceans, gallantly cutting through rough waters. It is also hoped thatour shipping industry will acieve the target amount of 6 millon tons in gross tonnage and earn $1,500 millon by 1980.`
