`The Homeland Reserve Forces, activated on April 1, 1968, under the leadership of President Park Chung Hee Fof the defense and protection of our fatherland from any possible act of agrgression from north Korean Communuist of war­mongers, is to observe the 10th anniversary of founding. During the past decade, the HRF has successfully played its role by establishing a firm defense posture as another Armed Forces of the Republic of Korea through continuous rearrangement and strengthening of its organization and leadership system, overcoming numerous difficulties and obstacles. Because of the changing situation of the international arena of power politics, including the projected phased withdrawal of the United Stated Army troops from Korea, the 3,200,000 members of HRF are becoming ever more keenly aware of the vital mission imposed on them. The Ministry of Communications is issunig a postage stamp in commemoration of the 10th anniversary of the Homeland Reserve Forces in the hope that all the members of HRF will be further resolved decisively to devote all they have in carrying out their part of spearheading the increasingly urgent undertaking of solidifying the defense posture of our country. To this end, it is hoped that the HRF establish firmly its defense capabilities to meet any eventualities by means of strengthening its spiritual as well as combat readiness in the face of the ever­existing threat of Communist aggression.`
