`The 24th International Youth Skill Olympics, in which skilled youths from many countries are to display their adeptness at precision and technical ingenuity, will be held for 17 days from August 30 to September 15 in the southern port city of Busan. Republic of Korea, under the auspices of the Korea Committee of IYSO. In addition to the 268 youthful technicians from 17 nationas, who will vie in a total of 31 events, and 141 judges, a number of observers from non­member countries also will attend the international event, bringing the number of participants up to more than 1,000. The International Youth Skill Olympics is held annually under the direction of the International Organization for IYSO and for the Promotion of Vocational Training headquartered in Madrid, Spain. The charter of that international organization stipulates that the organization is aimed at promoting vocational training, friendship and exchange of information among its member countries on the systems and methods of vocational training of young technicians, transcending political, racial and religious creeds. The Republic Korea became a full member of the organization in 1966 and has achieved excellent records all through the eight Skill Olympics ever since. It won the highly coveted top honor at the 23rd Skill Olympics that took place in Utrecht , the Netherlands, in 1977. The Ministry of Communications is pleased to issue a commemorative postage stamp carrying the symbol of the contest in the hope that it will prove most successful in the promotion of vocational training, contributing a great deal to the development of technical skills conductive to the peace and prosperity of the entire world, not to speak of enhancing friendly ties among all 19 of the organization`s member nations taking part in the event.`
