`Our rural communities, where many of us were born and raised, have largely remained underdeveloped and submerged with chronic poverty, though they offer a serene landscape of idyllic beauty.
But they have now begun to show signs of unprecedented vigor and vitality as the New Community Movement gathers increasing momentum.
Inspired by President Park Chung Hee, the rural rehabilitation and construction movement was launched last year and is now in full swing. Designed primarily to encourage the self-help spirit of our rural populace, it is helping the rural villages shed age-old backwordness in all aspects.
The movement, a multiphased campaign aimed at introducing a ``new community spirit`` characterized by self-help, self-reliance and cooperation, improving the mode of life and upgrading the rural environs, constitues a major ingredient of our national development.
It symbolizes a burning torch of our national aspiration which all of us must carry on. As such, the movement calls for our active participation based on ``the new community spirit`` in order to bridge the gap between our cities and rural communities and solidify our national unity in the march toward progress and prosperity.
To emphasize the significance of the movement, which is hoped to grow into a dynamic nationwide popular campaign to accelerate the pace of our national development, the Ministry of Communications is issuing a special stamps.`
