`The Republic of Korea, successfully accomplishing two Five-Year Economic Development Plans during the past decade, has attained epochal progress in its task of national modernization.
This unprecedented progress is the result of hard work of the entire people who, determined and united in their effort to make their country ``a better place to live in,`` have overcome numerous trials and difficulties.
The nation is now confident that experience gained from the First and Second Five-Year Plans will enable it to score even more substantial and solid achievements during the period of the Third Five-Year Economic Development Plan which began this year.
The principal goals of the current five-year plan call for :
1. A substantial increase in rice production to attain self-sufficiency in the domestic supply of staple food grain through innovative development of agricultural economy, a sizable boost of rural income, rezoning and rearrangement of croplands, mechanization of farming methods, improvement of health and cultural facilities in the rural communities, stepped-up rural electrification and expansion of the rural road system.
2. An increase in exports up to $3,500 million by the target year of 1976 to help improve the nation`s international payments position.
3. Construction of heavy and petrochemical industries to elevate the nation`s industrial status to a higher level.
When completed by the end of 1976, the five-year plan will thus have solidified the foundation for a self-reliant economic structure in virtually all aspects.
The Ministry of Communications, hoping that the nation will bring its endeavor for national revitalization and modernization to fruition through successful implementation of the current five-year plan, is issuing these special postage stamps to give the plan wider publicity among the people.`
