`Storms, floods, droughts, fires and other disasters claim heavy casualties and cause extensive property damage in this country virtually every year, depriving many people of their family members, homes and other property.
In spite of the massive government effort to minimize the impact of these yearly disasters, the limited availability of its financial resources makes it difficult to meet the needs fully.
To back up the government effort, the nation has set up the Council for National Disaster Relief and has been annually carrying out a nationwide campaign to raise fund through donations for the relief of disaster victims and the repair of property damage.
The Ministry of Communications, hoping that the fund-raising campaign to aid the helpless people will draw an active popular response again this year, is issuing this postage stamp to help raise the relief fund.`
