`The nation observes the fifth anniversary of the activation of the Homeland Reserve Forces (HRF) on April 7, 1973. The HRF was activated in a ceremony held at Taejon on Saturday, April 1, 1968 to buttress the regular armed forces and bolster the nation`s defense capabilities. To commemorate the occasion, the government designated the first Saturday of April as the Homeland Reserve Forces Day.
Under the motto ``Let`s be the vanguard of our homeland defense and let`s spearhead Saemaul (New Village) Movement,`` the 2,500,000 members of the HRF stand ready in their respective home towns and villages for prompt mobilization to meet any eventuality. They are leading the van of Saemaul Movement, a nationwide community development campaign being carried out on the basic tenets of diligence, self-help and cooperation.
Actively participating in the implementation of the October Revitalizing Reforms aimed at bringing about peaceful unification and prosperity, the HRF members are also helping the nation to achieve its goals of boosting the annual exports to $10,000 million and increasing the per capita income to $1,000 within 10 years.
Praising the HRF members for their devoted service being rendered for the defense of our homeland as well as for the national development and hoping that the nation better appreciates their vital role, the Ministry of Communications is issuing this commemorative postage stamp.`
