`December 4th marks the 15th Communications Day in Korea. Eighty-six years ago from now, in 1884, the then leading figure of the Kaehwa Dang(Enlightenment and Civilization Party), Mr. Hong Yong-shik, first founded the Post Office pursuant to a new government administration system and issued five kinds of postage stamps of different denominations. On December 4th the same year, a party was given in celebration of the opening of the post office, marking a great stride forward in the history of our postal services. The Ministry of Communications designated this date as Communications Day with a view to encouraging the development and betterment of a sound communications system, thereby enabling the ministry to render better and more efficient postal services to the public. With the enforcement from this year of a postal number system, which is even called the ``Birth of the Second Mail System,`` the Ministry of Communications is exerting itself to achieve an early mechanization of mail service operations designed to facilitate the work of mail conveyance. In the field of telecommunication, in the meantime, a ground station for relaying satellite communications has been established following the opening of the microwave communications service and trunk route communications between Korea and Japan.
