`Following the successful implementation of the First Five-Year Economic Development Plan (1962-`66), the government has been vigorously pushing forward with the Second Five-Year Plan (1967-`71) in a strenuous effort to build a firm foundation for the further development of our national economy. In this year 1970, the fourth year of the Second Five-Year Economic Development Plan, emphasis has been placed particularly on the construction of harbor facilities and housing units. At present, there are more than 1,300 harbors scattered all around the coastal areas of our country. The ports of Pusan, Inchon, Wulsan and Mukho are the largest of all the garbors in Korea, handling approximately three fourths of the total maritime cargos to and from this country. In view of the rapidly increasing demand for sea transportation caused by the brilliant progress in the field of our economic development and the consequent increase in the volumes of trade, domestic and overseas alike, modernization and development of our harbor facilities are more acutely called for than ever before. As of the end of 1969, the number of normal houses stood at not more than 4,030,000 units against a total of 5,430,000 families with a population of slightly more than 31,410,000. We, therefore, are in need of 1,400,000 more houses. A total of 124,912 houses-26,762 with government-financed funds and 98,150 with private funds-will have been built in the year 1970 according to an estimation of housing construction. This, still, is far from being capable of meeting the increased demand for houses in the course of our nationwide endeavors to build a welfare state. The Ministry of Communications is to issue two kinds of special postage stamps in the hope that these construction programs envisioned in the Second Five-Year Plan will be carried out successfully through the wholehearted cooperation of the entire people with the government policy.`
