`Following the successful achievements of the First 5 Year Economic Development Plan, Government appoints the 2nd year of the Second 5 Year Plan as ``Year of Construction`` and gives impetus to various construction projects, especially to establishment of roads which would be said the artery of all industries. Among the projects, the most remarkable is rapid-transit high way between Seoul and Pusan which was set up spring this year and now under vigorous construction. This scheme is one of the biggest public works in Korea and is momentous in economy as well as in military affairs. Moreover it is still a historical public work which will serve greatly in development of this country by offering a faster and easier means of transportation to the public and eliminating various discriminations among cities. Capital City of Seoul also enlarges its roads and builds new roads such as elavated road, non-stop crossroad and scenic high way in order to improve facilities of transportation and furnish with a appearence of day by day prospering capital. Ministry of Communications issues at the end of this fruitful year 2 kinds of special stamp featuring the rapid-transit high way between Seoul and Pusan and the non-stop crossroad at the tip of Han River second bridge to awake fresh courage of our people for future, looking back upon our achievements of this year.`
