`In most countries the stamp issue policy shows a trend that more emphasis is being laid on the stamp`s secondary function as means to publicize their national prestige and to propagandize their culture rather than on its original function as postage collecting means.
The Ministry of Communications plans to put out its first gravure, with the design of national flag, stamp priced at 7 won on May 1, as a first step toward producing as superior, clear and beautiful stamps as those issued by any other advanced countries.
Since production of a photo-gravure stamp involves highly sophisticated work, it took many years most often then not before a country acquire necessary techniques so that it can produce multi-colored gravure stamps by the end of this year or during the next year.
The Ministry of Communications will issue six gravure stamps this year including the one on May 1, and is devoting itself to solve all the administrative and technical problems involved in it, in order to set a new milestone in the postal history of this country.`
