`The 15th 4-H Club central contest will be held in Suwon on March 28, 1970. 4-H stand for each capital letter of Head, Heart, Hand and Health which respectively means wisdom and intelligence; virtue and loyalty; labor and service; and physical fitness and health, elements all essential to building a strong nation. The purpose of the 4-H Club activity programs is to teach the youth in the farming area improved agricultural techniques and knowledge; to encourage them to improve the living environments in their area; and to train them as community leaders so that they can take a leading role in developing rural area while introducing changes of times to the farmers. The 4-H Club first began in the U.S. at the turn of the century and has now spread to more than 70 free nations. Today this country has 29,818 organized clubs with a total of 703,000 members who are very active in research and various projects designed to increase the income and living standard of the farmers. The history of the 4-H Club movement in this country dates back toward the end of the Japanese rule but shortly afterward it discontinued in face of suppressive actions by then Japanese rulers. It was resumed in first in Kyunggi province March, 1947, two years after Korea`s liberation from the Japanese rule and it began to develop as a nation-wide movement in 1952 when the Government undertook various steps to promote and encourage it. Subsequently in 1960, the Government enacted and promulgated an ``agricultural promotion law``, a law designed to develop the movement under the responsibility and sponsorship of a governmental agency, the Office of the Rural Development. The Ministry of Communications issues a commemorative stamp with a purpose to encouraging the people to actively join the rural development programs and hoping that the life in the rural area make a rapid improvement and progress.`
