`The Republic of Korea has made great strides in the development of national economy through the successful fulfilment of first five-year economic plan.
Encouraged by this economic progress, the Government is stepping up its nation-wide savings movement to stress the life of diligence, thrift and savings on the people, with a view to raising maximum domestic capital required for the effective implementation of second five-year economic plan which is now under way in full swing.
This is ultimately aimed at catching up the industrially advanced countries of the world within the shortest time plan.
The Government has designated March, September and December as the ``Savings Months`` in an effort to promote bank depositing among the people and to have the people, including rural inhabitants, to join in this savings movement which has heretofore tended to be confined to urban area.
While the accumulation of wealth is not only the source of happiness today but also the source of security for tomorrow, our smallest savings will also be of a great help to the development of our national economy particularly at this moment when the nations demand on capital is so great.
Ministry of Communications will issue a savings movement stamp for the second time with the first stamp issued last year in order to inspire the sense of savings and to encourage the belt-tightening life among the people for the better and richer life of tomorrow.`
