`The Government has laid a sound groundwork for our viable national economy with the successful completion of the first five-year economic plan. Encouraged by the achievements, the Government has undertaken to launch another second five-year economic plan in its intensified effort to build a richer and wealthier nation. During the second five-year economic plan, the Ministry of Communications will issue two different stamps each year to mark the economic progress of this country. Two special stamps to be issued for this year will respectively represent the growth of iron industry, the most important of all the key industries, and small-medium industry as well. While our present iron production runs critically short of our domestic demand, we will be able to meet all the growing demand of our industry for iron and steel by 1970, when the projected integrated steel mill with annual capacity of 500,000 tons is completed. On the other hand, the Government is concentrating its effort to promote the small-medium industry with every possible incentive measures, including technical and financial support, designed to help increase the per capita-income of the people, to engage a good many of idle labor force increasing employment rate and consequently to develop the local and export industry. The special stamps are aimed at enlisting the support of the people for the Government`s effort at the modernization and industrialization of this nation.`
