`Science and technology of today constitute an inner impetus supporting a nation`s economic development and furthermore, through its constant revolutionary progress, it spearheads the rapid growth of economy. In Korea, the promotion of science and technology is called upon to assume a most important role above all, especially at this time of developing stage. It is in recognition of this necessity that the government established the Ministry of Science and Technology on 21 April 1967 which is wholly responsible formatters in the field of science and technology. With this, the government not only have provided the scientists throughout the country with opportunities to pursue the study and research activities more actively but also launched the nation-wide science for life movement, under a five-year science and technology promotion plan which is designed to achieve a historic turning point for science and technology development in Korea. Korea is a developing country. From the successful accomplishment of the nation`s first five-year economic development plan and the subsequent second five-year plan which is now well under way, we are fully inspired with aspiration and desire, and the pace of development in the field of science and technology is being accelerated and its scope magnified. In order to free ourselves from poverty and disgrace of backwardness as soon as possible, we must now exert all-out efforts to step up the development in this field. The Ministry of Communications will issue a special postage stamp in the interest of arousing and advocating the importance of development in science and technology and thus cultivating a science-pursuing climate among the people. It is further hoped that this movement will eventually serve to help achieve successful results of the natiional modernization programme.`
