`A total of ten special postage stamps will be issued in series during the period of five years from 1962 to 1966 for the First Five-Year Economic Plan by issuing two special postage stamps yearly.
The First Five-Year Economic Plan endeavors to build an industrial base principally through increased energy production. Major emphasises are laid on electric power, coal, and social overhead capital facilities such as transportation, expansion of key industries like cement, fertilizer, steel and iron; increased agricultural production; improvement of international balance of payments, advancement of technological and managerial skills, etc.
In order to make realization of promoting the production of coal and cement widely to the public, two special postage stamps on coal which is one of the most important motive power for the supply of energy and on cement indispensable to the extension of industrial facilities, respectively will be issued for the second year of the Economic Plan.`
